Kollegal: A five-day thorough Workshop on Strengthening of Democracy at the grass root level to the members of Local Tibetan Assembly commenced on 24 June 2019 with more than 60 registered participants from Kollegal, Hunsur, Lugsam and Dickyi Larsoe, Bylakuppe successfully concluded today at Dhondeling Tibetan Settlement, Kollegal.

First two days of the workshop focused on teaching Parliamentary procedures to more than 60 registered participants and the third day of the workshop was dedicated for the preparation of mock session on the last two days of the workshop.

Participants were divided into groups to prepare starred questions, official resolutions, solidarity resolutions, legislative amendment, legislative bill and annual report for the mock session.

The last two days of workshop on 27 and 28 June were executed like an actual Local Assembly Session, starting with serving of Tibetan Ceremonial sweet rice and butter tea followed by Tibetan National Anthem.

The mock session proceeded with Chairman of Kollegal Local Assembly’s commencement announcement and speech.

During the mock session, the sessions were chaired by Chairman, Vice Chairman and other members of Kollegal and Hunsur Local Tibetan Assembly.

Bills, legislative amendments and official resolutions were tabled and questions were raised by Participants to which clarifications were provided by Settlement Officers of Hunsur, Dickyi Larsoe and Lugsam Settlements.

The resource persons, Deputy Speaker Acharya Yeshi Phuntsok and Parliamentarian Khenpo Sonam Tenphel observed the mock session providing necessary suggestions to improve the proceedings of the Local Assembly.

This mock session witnessed 4 starred questions, 4 calling attention motion, 1 solidarity resolution, 1 official obituary reference, 1 legislative amendment, 1 bill, Appropriation Act of 2019-2020, 1 annual report, and other official resolutions.

At the end of the workshop, Participants expressed their appreciation for Tibetan Parliament-in-Exile for organizing the workshop. They also urged the resource persons to organize similar workshops in the future. The workshop on Strengthening of Democracy at the grass root level to the Members of Local Tibetan Assembly at Kollegal was thus successfully concluded today.
