
New Delhi: The weeklong training of the Tibetan settlement officers at the renowned Indian Institute of Public Administration in New Delhi was successfully concluded on 20th May 2023.
The Public Service Commission organised the training program with the aim and purpose to develop TSO leadership with regard to various organisational behavioural aspects which are of immense significance to fostering decision-making capabilities and enhancing the overall effectiveness and efficiency of the Tibetan Settlement Offices. The PSC organised the TSO training in two batches; the first batch of trainees were the TSOs from North, South and Central India and their training program was conducted from 9-14 January 2023. This training program had TSOs from North East India and Nepal.
The TSO training program was customised to cater to the actual training needs of the Tibetan settlement offices. The Pre-training needs assessment was conducted with some of the Settlement Officers from North, South and North East India.
Some of the major training agendas were Networking & Communication Skills, Conflict Resolution, Interpersonal Skills, Introduction to Central Government Schemes, Introduction to IPC (Domestic & Criminal), Organisational Transformation, Decision Making, Time Management and so on.
One full day of training on Conflict Resolution was conducted at IIPA by the Tibetan Centre for Conflict Resolution based in Dharamshala.
The Valedictory session of the training was presided over by the Director General of the IIPA, Shri S.N. Tripathi. In his address, he spoke about H.H. the Dalai Lama’s visit to the Institute in January this year to consecrate its new lecture hall. He then talked about the long association of the Public Service Commission with the IIPA. More importantly, he offered to write to the respective State Governments to extend the Central Govt. Schemes to the Tibetan communities as applicable according to the provisions of the Tibetan Rehabilitation Policy of 2014.
In her address, the Secretary of the Public Service Commission extended her gratitude to the IIPA for the excellent learning opportunities to the officials and staff of the CTA for the last several decades. She urged the TSOs to implement and apply the acquired knowledge at the respective workplace. She also acknowledged and applauded the hard work of the Settlement Officers; having to play the roles and responsibilities of all the seven departments of the CTA besides dealing with the problem of every aspect of the life of Tibetan people at the settlement.
The training program concluded with feedback from the participants followed by a certificate presentation by the DG, IIPA.
