
Geneva: Representative Thinley Chukki from the Tibet Bureau in Geneva participated in a panel discussion on “Understanding and Resisting Transnational Repression” on 2 July 2025.
Addressing the assembly, Representative Thiley Chukki emphasised that transnational repression has long been a grim reality for Tibetans. She explained that since China forcibly occupied Tibet, efforts to suppress Tibetan voices have crossed international borders and continue without reprieve.
Drawing on her own experience at United Nations forums, the Representative noted that even in Switzerland—renowned for its security—and within the UN premises, Tibetan delegates have been subjected to surveillance and intimidation practices. Reports have documented instances where Chinese state-affiliated NGOs or agents, operating under diplomatic cover, have monitored, photographed and even harassed Tibetan and Uyghur representatives during official sessions. Such conduct, she contended, serves as a stark reminder of how much more severe repression must be within Tibet, where freedoms are systematically curtailed.
In urging action, the Representative appealed directly to international leaders and UN delegates present: when will these transnational coercive tactics be halted? Who within the global community will ensure accountability if the Chinese government continues to intimidate activists abroad? And what consequences can be expected if such actions remain unaddressed?
This session, organised by Campaign for Uyghurs and International Service for Human Rights, was also addressed by a representative of the Students for a Free Tibet, Tobjor Tenzin Tsultrim.
