
Leh, Ladakh: The Department of Finance, Central Tibetan Administration (CTA), convened members of the Ladakh-based Regional Tibetan Freedom Movement on 21 and 22 August 2024 at the conference hall of Chief Representative Office, Ladakh, to hold a workshop on CTA’s revenue rules, budget prep, and Green Book procedures.
Section Officer Tenzin Kelsang (Data section) and Office Superintendent Soepa Gyatso (Chartel section) from the Finance Department’s Revenue Division conducted the workshop, which was attended by 14 Regional Tibetan Freedom Movement members from the Sonamling Tibetan Settlement and Jangthang nomadic areas.
During the workshop’s opening ceremony, Karma Rinchen from the Ladakh Chief Representative Office, deputising the Chief Representative Officer, delivered introductory remarks and apprised the participants of the workshop’s objective.
Thereafter, the duo trainers from Department of Finance introduced the regulations pertaining to the generation of CTA revenues, rules of the Regional Tibetan Freedom Movement, preparations of Recurring Expenses Statement, preparations of Annual Budget Proposal, preparations of Audit Report and answers, among others. Likewise, the Data Section informed the participants about procedures for issuing new Green Books, correcting Green Books, and reissuing Green Books after it was lost.
This workshop is integral to the department’s effort to conduct workshops for all the new members of the Regional Tibetan Freedom Movement, which is divided into seven sections.
