Workshop for Local Assemblies Concludes, 13th Assembly’s Seventh Session Begins Tomorrow

Dharamsala, 16 March: A workshop on grassroot democracy to strengthen local assemblies began Sunday at the Ghangchen Kyishong staff mess. Organised by the Assembly of the Tibetan People’s Deputies in conjunction with the Delhi based Tibetan Parliamentary and Policy Research Centre, the workshop is aimed to train the local Tibetan assemblies in the Tibetan settlements.
Mr. Pema Jugney, the Chairman of the Assembly of Tibetan People’s Deputies, and Prof. Samdhong Rinpoche, the Kalon Tripa, attended the inaugural day. The participants were presidents and members of the local Tibetan assemblies. The participants were familiarised with the objectives and structure of the workshop. The accountability of the local administration to the local assembly was explained.

One of the most important objectives of the workshop was to train the local assemblies in presenting budgetary and annual reports.
The Kalon Tripa Prof. Samdhong Rinpoche gave a lecture on the charter of the exile Tibetans today.
Mr. Pema Jugney gave a talk on the parliamentary procedures of the Assembly of the Tibetan People’s Deputies.
The workshop will conclude today with remarks from Vice Chairperson Gyari Dolma and Kalon Lobsang Nyandak, minister for health and finance.
The presidents of the local assemblies will stay back to attend the seventh session of the 13th Assembly which begins tomorrow to practically see what they have learnt from the workshop.
61 participants from 31 different local assemblies have attended this workshop.
