
Dekyiling, Dehradun: Tibetan Justice Commissioners Dawa Phunkyi and Phagpa Tsering concluded a successful four-day visit to Dekyiling and Ludhiana from 12–15 August 2025. During the visit, the Justice Commissioners had an interactive engagement with Local Justice Commissioners and staff of the Tibetan Circuit Justice Commission, Tibetan Local Justice Commission, Tibetan community leaders, monastic institutions and the general public of the Dekyiling Tibetan Settlement.
Upon arrival at Dekyiling settlement on the evening of 12 August, the Justice Commissioners were received with a warm welcome by Local Justice Commissioner Choekyi, Local Tibetan Assembly President Pema Tenzin, Settlement Officer Dr Tsewang Phuntsok, President and Representatives of various Government and Non-Governmental Organisations (NGOs).
On 13 August, the Justice Commissioners visited the Tibetan Circuit Justice Commission and Tibetan Local Justice Commission, Northern Region. The visit included in-depth discussions on the proper implementation of judicial responsibilities within the framework of the Central Tibetan Administration (CTA). The day also included a visit to various monasteries around Dekyiling and Clementown, and also the Songtsen Library.
On the morning of 14 August, Justice Commissioner Dawa Phunkyi and Phagpa Tsering addressed the general public of Dekyiling and Gepheling at Potala Hall on the Evolution of the Tibetan Democratic system and the significance of the Tibetan Justice Commission of the Central Tibetan Administration. The talk was attended by staff of the Tibetan Circuit Justice Commission, Tibetan Local Justice Commission, members of the Tibetan Local Assembly, staff of the Tibetan Settlement Office, Representatives of various Government and NGO’s.
In the afternoon, the Justice Commissioners chaired a meeting with the Local Leaders of Dekyiling at the Hearing Hall of the Tibetan Local Justice Commission. The Justice Commissioners highlighted the importance of adherence to CTA’s rules and judicial norms. The meeting was attended by Local Justice Commissioner of the Tibetan Local Justice Commission, the President of the Tibetan Local Assembly, Settlement Officer, President and Heads of Tibetan Government and Non-Governmental Organisations.
The official visit concluded on 15 August in Ludhiana, where Justice Commissioners joined the leadership of the Central Tibetan Administration in attending the Year of Compassion and 79th Indian Independence Day celebration, hosted by the Tibetan Refugee Trader Association in Ludhiana. As part of the visit, they also toured the Association’s under-construction facility.
