
Dharamshala, 26 March 2025: During the tenth day of the eleventh session of the Seventeenth Tibetan Parliament-in-Exile, the draft legislation on the Rules and Regulations for the Use of the Tibetan National Flag, Emblem, and Anthem passed its second reading following extensive deliberations.
Presided over by Speaker Khenpo Sonam Tenphel, the session commenced with the second reading of the draft legislation.
The bill, along with several amendments introduced by Sikyong Penpa Tsering and supported by the Kalon of the Department of Security, Gyari Dolma, successfully passed the second reading stage. These amendments pertained to Articles 2, 3, 8 (clauses i, iv, v, viii, xii, and xiii), 9 (clauses ii(d), iii, iv(a), (b), and (c)), 17 (clauses vi and vii), 22 (clauses i, ii, iii, and iv), and 23.
Additionally, an amendment to Article 4, concerning the history of the Tibetan national flag, proposed by Parliamentarian Geshe Atong Rinchen Gyaltsen and supported by Parliamentarian Geshe Lharampa Gowo Lobsang Phende, also passed its second reading.
An amendment to Article 7, relating to the color specifications of the national flag, tabled by Parliamentarian Tsering Lhamo and supported by Geshe Lharampa Atuk Tseten, likewise passed its second reading.
The session adjourned at 5:37 pm.
