Every first Saturday of the month, DIIR’s Social Media Desk profiles a civil servant of Central Tibetan Administration as a part of its shout-out campaign. This week we are pleased to profile Ms. Tsering Lhamo, Joint Secretary at the Tibetan Parliamentary Secretariat.
Social Media Executive (SME): Could you briefly tell us about yourself?
Tsering Lhamo (TS): My name is Tsering Lhamo. I was born in Mcleod Ganj, Dharamsala. I did my primary schooling from Upper TCV school (Tibetan Children’s Village) as a day scholar and later I joined CST Dalhousie to complete my senior secondary schooling. I had been school captain and house captain during my school days. For my further studies, I joined Government College in Dharamshala. After completing my Bachelor’s degree, I underwent an intensive training course conducted by Public Service Commission of Central Tibetan Administration at the end 1994. And I joined the Central Tibetan Administration in 1995. Since then I have been serving in various positions at different settlements and central offices for the last twenty-five years. Within that time period, I got an opportunity to serve as an accountant cum secretary in Tibetan Welfare Office Gangtok & Bir Tibetan Society Settlement. Then I served as the Settlement Officer at Bir Tibetan Society Settlement and Secretary cum settlement officer at the Tibetan Welfare Office in Dharamshala. After rendering much of my services at the Tibetan settlements, I was given the responsibility as the Project Officer and Coordinator in Public Service Commission, CTA. Later on, I served as Personal Assistant to Finance & Health Minister and Fund Raising Officer in Finance Department, Deputy Secretary in the Tibetan Reception Center, Head of Women Empowerment Desk. Currently, I am serving in the Tibetan Parliamentary Secretariat.
SME: Please explain your job description, and how best does your work represent you or vice versa?
TS: My main duties include documentation of the official letters. I am responsible for all the incoming official letters, emails and others received by hand or by postal in our office. I need to apprise all the incomings to the Parliamentary Secretariat especially during the Parliament Session and likewise maintain the same procedure with the outgoing office letters. Since CTA is moving towards digitisation, I have been assigned to do my above mentioned duties accordingly. In short, I am working under the supervision of the Parliamentary Secretary of Tibetan Parliament in Exile.
SME: What inspired you to work in the CTA?
TS: My parents have inspired me to work in the Central Tibetan Administration. Especially my father who was very patriotic and had always advised me to work for Tibet and for Tibetan people. Although both my parents were uneducated, their support and encouragement inspired me to become a civil servant; fulfilling the wishes and aspirations of His Holiness the great 14th Dalai Lama of Tibet.
SME: What does it mean for you to be a CTA civil servant?
TS: The civil servants are the backbone of the Central Tibetan Administration. They play a vital role in connecting the general masses around the world with the administration. To me, I feel blessed and honoured for being a civil servant in Central Tibetan Administration. I may say I might have accumulated some good deeds in my previous life (karmic relation).
SME: How best do you think you could make a difference to CTA? Any experiences that you would like to share?
TS: I believe that my dedication, hard work and experiences will certainly bring positive impact in carrying out the overall betterment and smooth running of the Central Tibetan Administration.
SME: Who is your role model and why?
TS: I always look up to Ama Jetsun Pema la as my role model. She exemplifies the true meaning of a mother. She was the President of the Tibetan Children’s Village school for 42 years. She has been instrumental in bringing the overall development of Tibetan children especially orphan, semi-orphan and Tibetan children from Tibet. I am touched, moved and inspired by her selfless effort. To me, she is Tibetan Mother Teresa. Ama la has dedicated her entire life to the holistic development of Tibetan children. The motto of TCV School “Others before Self” truly resembles her personality. Moreover, Tibetan children who have studied at TCV schools are now contributing members of Tibetan society. Many of them are working at Central Tibetan Administration. I have learnt so many things during my schooling days and it has helped me to groom my personality as a good contributing civil servant.
SME: Would you like to provide any guidance or suggestions to fellow Tibetans serving or wishing to serve at CTA?
TS: The young civil servants and those who are aspiring to become civil servants should take great responsibility while carrying out our duties. My piece of advice is ‘it is high time for you to become more responsible and work holistically towards our common goal that is to work for the cause of Tibet.’
