
Dharamshala, 29 December 2025: On 24 December 2025, the Chairman of Public Service Commission of the Central Tibetan Administration (CTA), Karma Yeshi, met with the Vice-Chancellor of the Central Institute of Higher Tibetan Studies (CIHTS), Varanasi, Professor Wangchuk Dorjee Negi. Following the meeting, an awareness programme was held for the institute’s students at Atisha Hall, in the presence of the President of the Regional Tibetan Freedom Movement, Geshe Ngawang Tenphel, and the Head of Department, Geshe Tenzin Norbu.
At the outset of the programme, the President of the Varanasi Tibetan Freedom Movement welcomed the gathering and formally introduced the Chairman. Thereafter, Chairman Karma Yeshi delivered a talk in which he highlighted that the institute was established with the support of the Government of India in accordance with the visionary guidance of His Holiness the Dalai Lama. He also acknowledged the tireless efforts of former Kalon Tripa Professor Samdhong Rinpoche, along with many senior Tibetans, in realising this institution. He urged students to make the best use of their time by pursuing their studies diligently while cultivating ethical conduct and a strong sense of public service.
Furthermore, the Public Service Chairman emphasised that despite the continued repression inside Tibet, Tibetans’ commitment and enthusiasm towards their language, script, religion and culture remain unwavering. Drawing upon this resilience, he encouraged Tibetan youth living in the free environment of exile to follow this example. He also stressed that as Tibetan and Himalayan languages, scripts, religions, cultures and local traditions share close affinities, Tibetan and Himalayan youth must study them diligently and ensure their preservation without decline.
In line with the objectives of this programme, he provided a detailed overview of opportunities available to Tibetan students who are interested in serving within the Central Tibetan Administration. He explained the administrative structure, categories of staff positions, application and selection procedures, basic eligibility requirements, as well as the nature of work and career opportunities within the administration.
He cautioned against focusing solely on opportunities abroad and instead encouraged young Tibetans to serve within the Central Tibetan Administration, local settlements, schools, monasteries and non-governmental organisations. By doing so, he noted, they would not only fulfil the wishes of His Holiness the Dalai Lama but also become responsible Tibetans contributing meaningfully to the Tibet cause.
Following the talk, the Chairman responded to questions from the students and provided clarifications. The programme concluded with a vote of thanks delivered by the HoD Geshe Tenzin Norbu.
On the morning of 25 December, a guided tour of various departments of the institute was conducted. The tour included visits to the library, audio-visual section, research section, classrooms and medical department.
On 28 December, the Chairman departed for Delhi and returned back to Dharamshala on 29 December. Throughout these official visits, the Chairman was accompanied by Tenzin Jungney, a staff member at the Public Service Commission.
