
Shimla: The Public Service Commission (PSC) of the Central Tibetan Administration (CTA) inaugurated a 10-day Administrative Workshop at the Dr Manmohan Singh Himachal Pradesh Institute of Public Administration (HIPA), Shimla. The program, scheduled from 1–10 October, is tailored for Section Officers, Office Superintendents, and Office Assistants from various CTA departments and Tibetan Settlement Offices, with a total of 29 participants, including 11 males and 18 females. The training is conducted under the direction of Shri Amit Bhardwaj, Course Director, HIPA.
The workshop aims to enhance administrative efficiency through a diverse set of modules, including:

Buddhist principles on causation and interdependence

Financial literacy, budgeting, and accounting

Office administration and project management
-
Report and formal letter writing

Conflict resolution, stress management, and emotional intelligence

Communication and interpersonal skills
-
Change management and the use of AI
-
Central and State Government schemes for Tibetan refugees
Sessions are held daily from 10:15 AM to 4:50 PM.
The inaugural session commenced with a traditional lamp-lighting ceremony by PSC Chairman Karma Yeshi, Course Director Shri Amit Bhardwaj, and Joint Controller Shri Rahul Lamba, followed by a prayer offering led by Lopon Shedrup Mipham of Dorje Drak Monastery, Shimla. Shri Rahul Lamba introduced the institute’s objectives, training modules, and facilities, while Shri Amit Bhardwaj presented the workshop schedule and structure. Participants also briefly introduced themselves.
In his keynote address, PSC Chairman Karma Yeshi commended HIPA for organising the workshop and emphasised the importance of lifelong learning, quoting Tibetan scholar Sakya Pandita: “One should keep learning even at the dying bed.” He encouraged the participants to engage actively in the sessions, interact with faculty members, and apply their learnings in their respective offices and settlements. He further reminded them of their role as civil servants, stressing the need for hard work, curiosity, and commitment to public service.
The inaugural session concluded with a vote of thanks delivered by Shri Amit Bhardwaj.
Following the inauguration, two technical sessions were held. The first was led by Lopon Shedrup Mipham on fundamental Buddhist concepts of causation and interdependence. The second, on financial literacy with a special focus on mutual funds and systematic investment plans (SIPs), was conducted by Shri Suman Thakur, Chief Manager of HDFC Bank Himachal. Both sessions witnessed lively interaction and an engaging question-and-answer exchange with participants.
Reiterating the significance of the workshop, Chairman Karma Yeshi stated that civil servants are the backbone of the Administration and must continually upgrade their knowledge and skills to serve the Tibetan community with dedication.
