
New Delhi: The Public Service Commission (PSC) of the Central Tibetan Administration (CTA) successfully concluded a 10-day Leadership Development Programme for senior CTA officials on 23 May 2026. The programme was conducted from 14 to 23 May 2026 at the National Centre for Good Governance (NCGG), Mussoorie, and included exposure visits to Dehradun and New Delhi. The workshop was funded by the United States Department through the Tibet Fund.
A total of 19 officials, including 14 men and 5 women, ranging from Joint Secretary to Secretary level, participated in the programme.
Over the course of the training, participants attended sessions on leadership, decision-making, ethics in administration, communication and coordination, performance management, conflict management, innovation, Sustainable Development Goals (SDGs), public policy implementation, and digital public infrastructure. The sessions were conducted by experienced professors, administrators, and subject experts from various institutions across India. The programme also included a four-day exposure visit to Dehradun and New Delhi.
On 20 May 2026, participants visited Sakya College in Rajpur, Dehradun, where a Khenpo Jamyang Kalsang delivered a short teaching on “Parting from the Four Attachments.” The group later visited the Forest Research Institute (FRI), Dehradun, for an educational tour before departing for New Delhi in the afternoon.
On 21 May 2026, participants visited the PM Gati Shakti Experimental Centre, the PM Museum, and Parliament House to gain a deeper understanding of India’s governance system and collaborative development initiatives.
On 22 May 2026, the participants visited the Haryana Institute of Public Administration (HIPA) in Gurugram. During the visit, HIPA Director General Dr. Manoj Yadava conducted an interactive session on leadership and its importance in administration. The session mainly focused on discussion and a question-and-answer segment, allowing participants to share experiences and clarify their doubts.
The valedictory session began at around 3:45 p.m. on 23 May 2026. Dr. A.P. Singh, Associate Professor and Course Coordinator, welcomed the participants and highlighted the activities conducted during the programme, including the educational and exposure visits to institutions associated with good governance in India. He thanked all participants for their active involvement, enthusiasm, and cooperation in making the programme successful. Dr. Singh also expressed gratitude to Dr. Surendra Kumar Bagde, Director General of NCGG and IIPA, for attending the valedictory session despite his busy schedule.
Certificates were distributed to all participants by Director General Dr. Surendra Kumar Bagde. In his valedictory address, Dr. Bagde invited participants to share their experiences and feedback on the programme. He encouraged the PSC of the Central Tibetan Administration to organise more such programmes in the future and noted that it was his first time attending a training programme for CTA civil servants. He stated that the knowledge and experience gained during the training would be valuable in their professional responsibilities and assured participants of the institution’s continued support for similar learning opportunities.
PSC Chairman Karma Yeshi concluded the programme with a vote of thanks. He thanked Director General Dr. Surendra Kumar Bagde for attending the closing ceremony and presented him with a copy of Voice for the Voiceless by His Holiness the Dalai Lama as a token of appreciation. The Chairman also thanked Dr. A.P. Singh and the NCGG team for their continuous support and successful coordination throughout the programme. He further appreciated all participants for their active engagement during the workshop and urged them to apply the knowledge and skills gained during the training in their respective workplaces.
The programme concluded with a visit to the National Museum in New Delhi, where participants collectively offered prayers at the Buddhist section of the museum, where relics of Lord Buddha are preserved.
