
Dharamshala: A legal awareness programme on ‘Understanding Tibetan Exile Law and the Importance of Legal Education,’ led by Secretary Lhadruk, along with Legal Officers Tenzin Tsetan and Wangchen Tsering of the Tibetan Supreme Justice Commission (TSJC), was successfully conducted at various Tibetan schools.
The programme commenced on 8 September 2025 at 10:30 a.m. at the Phuntsok Deshi school hall of the Tibetan Children’s Village (TCV) Suja, where 378 students and staff from classes 7 to 10 participated. Later in the afternoon, at 2:30 p.m., 343 students and staff from classes 8 to 10 at TCV Chauntra participated in the session.
Addressing the students, Secretary Lhadruk highlighted the importance of early preparation for the future, emphasised the necessity of legal education, and underscored the urgent need for more legal experts in Tibetan society.
Following this, Legal Officer Tenzin Tsetan detailed on democracy in general, the evolution of democracy in Tibetan exiles, and the responsibilities and functions of the three pillars of democracy within the Tibetan administration. She further elaborated on the rule of law, justice and equality, and the protection of human rights.
Subsequently, Legal Officer Wangchen explained the history, structure, composition, powers and responsibilities of the Tibetan Justice Commission, the litigation procedures outlined in the Civil Procedure Code of Tibetan Justice Commission, and the legal remedies which are available to the parties after the verdicts. Each session concluded with a question-and-answer segment at the respective venues.
Similarly, on 12 September, the two legal officers conducted sessions at the Sherab Woenang hall of TCV Gopalpur for 530 students and staff from classes 7 to 12.
On 17 September, they addressed 465 students and staff from classes 8 to 12 at the Hermann Gmeiner hall of Upper TCV Dharamshala. On 19 September, the team met with 80 students and staff from classes 8 to 10 at the Mewoen Tsuglag Petoen School.
At all venues, they provided awareness on the aforementioned topics and engaged in interactive question-and-answer sessions with the students and staff, thereby concluding the legal awareness programme series.
