Dharamshala: Jigme Namgyal formally took charge as the Secretary of Department of Education from outgoing Secretary Karma Singey. Mr Namgyal, 42, is one of the youngest CTA staff to assume the office of Secretary.
A brief ceremony of handing over was held earlier today at the DOE headquarters. Secretary Tsewang Ngodhup of Tibetan parliamentary secretariat attended the ceremony as the official witness.
Before his promotion to the post of Secretary by Kashag, Mr Namgyal helmed the administration wing of the Department of Education. Since joining the CTA in 2001, he has served in multiple capacities and has advanced through the ranks with distinguished service.
Brief Bio:
Mr Jigmey Namgyal was born in 1978. Upon completion of his early education from CST Bir and high school from CST Dalhousie, he joined the Central Institute of Higher Tibetan Studies at Sarnath (CIHTS), Varanasi. In 2000, he received gold medal in Shastri degree and in 2003, graduated with Acharya degree in first division.
During his student days at CIHTS, Mr Namgyal actively participated in numerous training, workshops, and seminars. He also served in various student-run committees of the Institute. In 2001, he was recruited for Tibetan civil service of the Central Tibetan Administration at Dharamsala and was accordingly appointed at the Department of Education as Under Secretary. With the change in the Administration (Kashag) in mid-2001, he was posted to the Kashag Secretariat as a Private Secretary (PS) to Sikyong (Formerly Kalon Tripa). During his long tenure at the Kashag Secretariat, he had the honour to serve then Kalon Tripa Prof. Samdhong Rinpoche from 2001 to 2011 and Dr. Lobsang Sangay from 2011 to 2016 as Under Secretary, Deputy Secretary and then as Joint Secretary in 2010. His work took him to different parts of the world attending national and international level conferences and meetings concerning Tibet and Tibetan people and on other various important issues. In August 2016 he was posted to the Department of Information and International Relations (DIIR) by virtue of his international exposure, where he served as Administrator until his promotion to the post of Additional Secretary in 2017. He later served as the head of the administration section of the Department of Education. On 18 August, he was promoted to the post of Secretary by the Kashag and effectively by 3 September, he assumed the office of Secretary of the Department of Education.
