
Dharamshala, 11 July 2025: The US-based non-governmental organisation China Action hosted an online discussion via Platform X on the topic “His Holiness the Dalai Lama’s Succession and Who Should Recognise the Future Reincarnation,” featuring CTA officials and Chinese-speaking scholars.
As invited panellists, Sangay Kyab, Chinese Liaison Officer for European countries, and Dawa Tsering, Director of the Tibet Policy Institute (TPI), affiliated with the Department of Information and International Relations(DIIR), Central Tibetan Administration (CTA), participated in the discussion.
The online discussion began at 5:00 p.m. Central European Time. The specially invited speakers included Dawa Tsering, Director of the Tibet Policy Institute; Sangay Kyab, Chinese Liaison Officer for Europe; Hin Kon, a Chinese monk residing in China; and the Director of the Tibetan Support Youth Association (name stated in Chinese).
Regarding reincarnation, who should be listened to regarding the reincarnation? The discussion was divided into two parts: first, speeches by the guests, and second, questions from online participants.
The online discussion in Chinese focused on three main topics: the origins of His Holiness the Dalai Lama’s reincarnation, the evolving relationship between Tulkus and the Chinese central government, and the question of who should be listened to regarding the reincarnation. — with the session divided into guest speeches and an audience Q&A.
During this time, Dawa Tsering provided a detailed explanation of His Holiness the Dalai Lama’s stance and statements on the reincarnation process.
Meanwhile, the Chinese Liaison Officer for Europe refuted the Chinese government’s narrative presented at two UN side events, asserting that claims of Beijing’s legal authority, as well as the claim that the 14th Dalai Lama was recognised by the Chinese central government, were entirely false and baseless.
In the second half of the session, during the Q&A segment, both Dawa Tsering and the Chinese Liaison Officer clearly outlined Tibet’s position on the issue of reincarnation.
Following the conclusion of the two-hour online discussion, it served as a valuable platform to clearly communicate Tibet’s position and stance on the issue of reincarnation to the Chinese audience.
