The Department of Education CTA, Dharamsala and The Tibet Fund are pleased to re-announce the 2013 Tibetan Scholarship Program (TSP),funded by the US Department of State’s, Bureau of Educational and Cultural Affairs through The Tibet Fund, for eligible Tibetan refugees residing in India, Nepal and Bhutan. This announcement is a revised version of the scholarship announcement published by The Tibet Fund in October 2011. Applications are being accepted for two-year Master Degree program in the United States, pending the availability of funds. Application forms are available below.
A new Student Selection Committee has been set up at Dharamsala under the Chairmanship of Kalon Tripa Dr. Lobsang Sangay who is also the Kalon for Education. The members of the committee include:
(i) Secretary of the Department of Education, CTA
(ii) Mr. Karma Chungdak, Director, Sambhota Tibetan Schools Society (STSS)
(iii) Mr. Tenzing Sangpo, Education Director, Tibetan Children’s Village (TCV) and a TSP alumnus,
(iv) Mr. Duggyal Tsering, Principal, Tibetan Homes Foundation (THF) and a TSP alumnus.
This committee has been especially set up for the selection process of the TSP 2013 batch alone.
Two-year Degree Program
-
A minimum number of 8 slots will be available for two-year Master Degree program in USA. There may not be any Non-Degree slots for TSP 2013.

Applicants for the two-year Master Degree program in the United States must have secured grades of a minimum of 45 percent in Bachelor Degree program.
-
Applicants must have completed at least four years of academic work after class XII including a Bachelor Degree. Partial computer courses, vocational training and diplomas from non-recognized academic institutions will not be accepted.

To demonstrate English language proficiency skills, applicants must produce a copy of their TOEFL iBT score with a minimum of 90 out of 120.
-
Applicants should be born on or after January 1st, 1977.
-
Selected participants will be required to take the GRE or GMAT exam.
PROCEDURE FOR THE SUBMISSION OF APPLICATIONS & CRITERIA FOR AWARDING SCHOLARSHIPS
-
Registration Certificate: Photocopies of the Registration Certificate (RC) of the applicant, and that of the applicant’s parents and spouse (if married). Applicants who reside in Nepal but do not have an RC from Nepal, or are not listed as a dependent on a parent’s registration card, must obtain a letter from a CTA-affiliated organization based in Nepal certifying that the applicant is a Tibetan refugee residing in Nepal.

Green Book: Photocopies of the Green Book of applicant, and that of the applicant’s parents and spouse (If married). If your parents or spouse are deceased, you need to submit a copy of their death certificate respectively.

Applicants whose parents live in Tibet or have passed away must produce a certificate to this effect from the concerned Settlement Officer where they live or a death certificate respectively.

Academic Certificates: Applicants must produce year-wise school/college/university Mark sheets and Degree certificates.
-
Attestation: All the documents submitted for the TSP must be attested by a CTA gazette officer (above the rank of Joint Secretary) or notarized by a Notary Officer/concerned Settlement Officer.

Application Process fee: Each Application form must be accompanied by bank draft of INR 250/NPR 400 for postage & processing fee drawn in favour of Tibetan Children’s Educational & Welfare Fund (TCEWF), Dharamsala, India and Snow Lion Foundation, Kathmandu, Nepal respectively.

Medical Certificate: A Fitness Certificate from a registered medical doctor should be submitted.
-
Travel Document: As there is no provision for an Identity Certificate (IC) extension for TSP candidates studying in the United States, applicants should have their IC renewed or extended during the entire study period in advance.

U.S. Visa: Participants will be required to apply for a J-1 exchange visitor visa from the U.S. Embassy. Selection as a TSP candidate does not guarantee approval for a visa. Applicants who have prior visa denials from the U.S. Embassy must inform the Tibet Fund and the Tibetan Scholarship Program’s Student Selection Committee (TSP SCC) at the time of application.

No Objection Certificate: If the Applicant is serving in any institution, he or she should furnish a “No Objection Certificate” from his/her respective employer.

Photo: Applicants must submit three (3) passport-sized photos.

Application Deadline: Interested applicants are responsible for submitting all application forms and other relevant documents to their respective jurisdiction on or before March 31, 2012 at 5.00 pm. No late or incomplete applications will be entertained after the deadline has passed.

General Written Test on Tibetan Culture and History (GWTT): The applicants will have the option to take a test either in Tibetan or in English. The total test score will be 50 marks and those who take the test in Tibetan will be given 4 additional marks on the total they scored in the test. The question setting and evaluation for GWTT will be done by a single examiner. The applicants must secure a minimum of 17 marks out of 50 in GWTT.

Selection Criteria for Interview: Applicants will be selected for final interview if he or she secures the minimum aggregate of 50 percent (i.e. 25 out of 50) in TOEFL iBT, GWTT and Academic Performance in Class XII and Bachelor Degree program.
