DHARAMSHALA, India: The second session of the 15th Tibetan Parliament-in-Exile will be convened from 16 September – 1 October 2011, the Parliamentary Secretariat said in an announcement. The agenda for this session includes election of Kalons, statement by Kalon Tripa, deliberation on Kalon Tripa’s statement, legislative proceedings and presentation of 2010-11 annual reports by CTA departments and deliberation on the reports.
On the first day of the session, Kalon Tripa Dr Lobsang Sangay will submit the list of nominees for Kalons (members of the Kashag) to get the Parliament’s approval. The Charter for Tibetans-in-Exile stipulates the Kashag should have maximum of eight Kalons, including the Kalon Tripa.
A nominee has to be elected as a Kalon by the Parliament either unanimously or by secret ballot. A nominee must secure at least 50% of the total number of votes to be elected as a Kalon.
The elected Kalons of the 14th Kashag will be administered the oath of office and secrecy by the chief Justice Commissioner Mr Ngawang Phelgyal at a ceremony at the Tibetan Supreme Justice Commission on 16 September at 3:15 pm, the Tibetan Supreme Justice Commission said today.
The total strength of the Tibetan Parliament is 44.
