
Dharamshala: Secretary Thupten Tsering has officially taken over as Secretary of the Department of Finance, Central Tibetan Administration, after serving as Additional Secretary of the Department of Home and Director of Men-tsee-khang.
To mark the transition, a formal handover ceremony was held at the Department of Finance. During the proceedings, outgoing Secretary Tsering Dhondup Gyangser formally transferred charge to the incoming Secretary. Representing the Kashag as an official witness, Secretary Jigme Namgyal of the Department of Religion and Culture attended the ceremony.
As part of the transfer process, all departmental files, records, official documents, and inventories were duly handed over in accordance with established administrative procedures. The former Secretary also extended his congratulations and best wishes to Secretary Thupten Tsering for a successful tenure in his new role.
The ceremony concluded with staff members presenting traditional khatags to both the former and new Secretaries, expressing their gratitude, respect, and heartfelt good wishes.

Brief Bio of Secretary Thupten Tsering:
Secretary Thupten Tsering was born in the Tezu Settlement, in 1975.
He completed his secondary education (10th grade) from Tibetan Children’s Village Bylakuppe School, did a one-year pre-primary Teacher Training Program. From 1992 to 1997, he worked as Teacher in various villages within the Lugsam and Dekyi Larsoe settlements, under the administration of Tibetan Children’s Village. During this period, he also dedicated time to private studies in Tibetan language and Buddhist philosophy under the guidance of several prominent Lamas from Sera Thekchen Ling Monastery.
In 1997, he moved to Bangalore to pursue higher education at Baldwin Methodist College, where he completed Pre-University Course (PUC) and B.Com Degree courses from the same college. After graduating in 2002, he returned to the Bylakuppe settlement and served as an office secretary at Tashi Lhunpo Monastery for several months and then served as a cashier at TCV Bylakuppe, for approximately two years until 2005.
In February 2006, he started CTA Civil Service career in the position of Under Secretary at Department of Religion and Culture. In 2009, he sat for the Deputy Secretary Exam and received promotion. Meanwhile, he also obtained M.A. degree through private study from Himachal Pradesh University.
After twelve years of service in the Department of Religion and Culture, he was transferred to the Tibetan Supreme Justice Commission, where he served as Joint Secretary for eight months. In May 2019, he was transferred to Department of Home and was appointed as the Settlement Officer of Lugsung Samdupling, Bylakuppe. He served for two years as Settlement Officer which coincided with the Covid period also. Thereafter, he served for nearly one year as the Chief Representative Officer (CRO) for the Southern Tibetan Settlements.
From 14 February 2022 to 12 February 2026, he served as Executive Director of Men-Tsee-Khang Tibetan Medical and Astro Institute for a full four-year term, on deputation from CTA. On 13 February 2026, he joined Department of Home and served as Additional Secretary.
On 9 June, he was promoted to General Secretary position and assumed the current role of Finance Secretary on 22 June 2026.
