
Dharamshala: The 16th Administrative Conference of the Tibetan Settlement Officers commenced this morning with a brief inaugural ceremony, graced by Cabinet Secretary Tsegyal Chukya Dranyi as the Chief Guest and attended by the Secretaries of various departments of the Central Tibetan Administration (CTA) as Guests of Honour.
Organised by the Department of Home, the four-day conference, scheduled from 11 to 14 November 2025, is being attended by 35 Tibetan Settlement Officers from India and Bhutan, along with Agriculture Extension Officers and representatives from the Tibetan Cooperative Societies.
During the conference, administrative matters concerning the Tibetan settlements will be deliberated upon over the first two days, while the remaining sessions will focus on improving agricultural productivity, strengthening cooperative societies, and enhancing collaboration between settlement offices and cooperatives to promote the overall welfare of Tibetan residents.
Among the distinguished attendees were Secretary Palden Dhondup (Department of Home), Secretary Tsering Dhondup (Department of Finance), Secretary Jigme Namgyal (Department of Education), Secretary Karma Choeying (Department of Information and International Relations), and Secretary Jampa Phuntsok (Department of Health).
The inaugural session also featured a video message from Sikyong Penpa Tsering, the incumbent Kalon of the Department of Home, who is currently on an official visit overseas.
Delivering the welcome address, Home Secretary Palden Dhondup extended a warm welcome to the guests and participants, stating that “this conference provides an opportunity for newly appointed officers to understand their administrative duties clearly, while encouraging experienced officers to reflect on past shortcomings and enhance their performance.”
He noted the substantial improvements in the educational background of settlement officers and the facilities available at settlement offices compared to the early years of exile. He encouraged officers to respond promptly to local concerns, carry out their responsibilities with dedication and sincerity, and remain guided by the noble advice of His Holiness the Dalai Lama.
Regarding new initiatives and development projects, the Home Secretary urged officers to familiarise themselves thoroughly with the details of each project to ensure efficiency and successful implementation. He further advised them to maintain an updated understanding of the socio-economic status of every resident in their settlements in order to provide effective and timely assistance.
Following that, the Chief guest addressed the gathering.
In his keynote address, Cabinet Secretary Tsegyal Chukya Dranyi highlighted the significance of such gatherings, stating that “this conference serves as an essential platform for sharing new initiatives, exchanging experiences, and learning from one another’s administrative practices.”
Recognising the pivotal role of settlement officers as the bridge between the Central Tibetan Administration and the Tibetan public, he urged them to uphold integrity and impartiality in addressing public concerns, while demonstrating compassion and fairness in their service. He emphasised that such conduct reflects the image and values of the CTA’s civil service.
Recalling the constant guidance of His Holiness the Dalai Lama, the Chief Guest reminded participants to prioritise the welfare of all residents, particularly the underprivileged, to foster holistic and sustainable development within the settlements.
Expressing concern over the looming challenges facing the very existence of Tibetan civilisation, he urged settlement officers to strengthen efforts in promoting and preserving the Tibetan language and culture, ensuring the continued survival of the Tibetan identity.
Addressing social challenges such as substance abuse among youth and the growing number of children with special needs, he called on officers to respond proactively and seek assistance from local authorities where possible. He also emphasised maintaining strong relations with Indian officials and communities, in appreciation of India’s long-standing and unwavering support for the Tibetan people.
The Cabinet Secretary further reminded officers to carry out their duties strictly in accordance with the CTA’s regulations and the laws of the host country, underlining the importance of cooperation, transparency, and accountability.
Before concluding the event, Additional Secretary Tashi Dekyi delivered a vote of thanks.
