His
Holiness The Dalai Lama, in his address at the anniversary function of
Tibetan Children’s Village, Dharamsala on 25th October 2008, spoke at
length on the state of Tibetan education in general and particularly
focused on the lack of satisfactory achievements in the fields of
research and specialization in exile. He said that mere certificates of
class XII or B.A / B.Sc or M.A/M.Sc was not enough but through Research
and Specialization, one must be able to think, plan and execute on
one’s own. Again, on 23rd November 2008, while speaking to the
delegates of the first Tibetan Special General Meeting, he
re-emphasized on the same topic and said that through research and
specialization in various fields, Tibetans must be able to work
independently and be equal with the others.As a consequence of
these guidelines, the 14th Tibetan Parliament-in-exile, in its 7th
session held in march, 2009, passed a resolution to constitute a
parliamentary committee to look into the state of Tibetan education in
general and particularly investigate into the reasons for the
unsatisfactory condition of the research and specialization work. The
committee was also to come out with recommendations for the future. The
Hon’ble speakers of the Tibetan Parliament-in-exile have already
appointed the committee and we are in the process of doing our work.As
a very important part of this onerous task, we appeal to all those who
feel concerned about the condition of Tibetan education in general and
particularly the state of research and specialization in our exiled
community to kindly respond to the ‘Questionnaire’ below so as to be
benefited by your valuable ideas. Those who, out of necessity, opt to
