
DHARAMSHALA: The Kashag secretariat of the Central Tibetan Administration will present its distinctive service award 2017 to Dhondul Dorjee, Joint Secretary at Department of Home, Central Tibetan Administration.
Joint Secretary Dhondul Dorjee was born on 10 March 1980 in Changthang Samey in Ladakh to father Ngawang Thokmey and mother Kunchok Dolma. He did his primary education from Ladakh TCV and matriculation from SOS TCV Bylakuppe. He did his B.com from Andhra Loyola College.
He joined the Central Tibetan Administration in 2008 as Deputy Secretary at the Auditor General’s office. In November 2009, he was transferred to Audit office in Nepal as the deputy head of the office. In July 2010, he was appointed as the head of the auditor’s office in Nepal. In December 2012, he was appointed as the Secretary of OOT Nepal while at the same time serving as the settlement officer cum local election commissioner of Kathmandu, Phagshing and Lo-tserok.
He was transferred to Gangtok as the settlement officer. During his tenure as the settlement officer, he conducted an in depth assessment of destitute Tibetans living in the state. He also published a book chronicling the historical relationship between Tibet and Sikkim from the times of the Fifth Dalai Lama. The book was released by the Chief Minister of the state on the birthday celebration of His Holiness the Dalai Lama in 2015.
From June 2016, he was transferred to Department of Home as the chief accountant of the department. In the budget year 2009 – 2010, the Indian government has sent a notification to the home department specifying that it has to pay 41 Million rupees in taxes. Taking an active responsibility, he compiled all relevant documents and hired a lawyer to fight the case. As a result, the home department was exempted from paying the entire tax.
He has also cleared many audit issues related to the department. During the budget year 2016 -2017, he cleared all audit related issues except one.
In the 2015- 2016, the union government of India has sanctioned 80 million rupees per year for five years for the development of Tibetan settlements under the home department. However, due to documentation and bureaucratic hurdles, there was some problems with the procurement of the funds. As a result, he took full responsibility and made sure that the home department received all the funds sanctioned by the government of India for the development of Tibetan settlements.
In view of these achievements, the distinctive staff selection committee has decided to present CTA distinctive service award 2017 to Joint Secretary Dhondul Dorjee of Home Department.
