Workshop for CTA Staff Begins
Dharamsala, 13 July: A three-day workshop for the Central Tibetan Administration’s commissioned staff below the rank of additional secretary began here at the Gangchen Kyishong staff mess.
Organised by the Public Service Commission, the workshop will deliberate upon the financial, electoral and staff rules and regulations of the Central Tibetan Administration and the Charter of the exile Tibetan community. The Assembly of the Tibetan People’s Deputies reviewed the rules and regulations of the Public Service Commission concerning the promotion of staff under the commission. Promotion of a staff to a higher post will not be seniority based but will be decided by way of a test which will be on the four sets of rules and regulations regarding finance, election, staff rules and regulations and the Charter of the exile Tibetan community.
Mr. Namgyal Dorjee Tekhang, the chairman of the Public Service Commission, said that the workshop directly relates to the commissioned staff of CTA staff and not to departmental staff. There is no discrimination against the departmental staff, he added. Commissioned staff refers to those who have been commissioned by the Public Service Commission under various posts. Departmental staff is appointed by the various departments depending on the need. The Kashag had decided to cease appointment of departmental staff.
Mr. Pema Jungney, the Chairman of the Assembly of the Tibetan People’s Deputies, will talk on the Charter of the exile Tibetan community. Mr Namgyal Dorjee Tekhang, the Election Commissioner, Mr. Kagyu, the Secretary of the Office of the Auditor General, and Mr. Tsering Dhondup, Additional Secretary of the Kashag Secretariat, will dwell upon electoral, financial and staff regulations respectively.
