SHIMLA: The Public Service Commission of the Central Tibetan Administration organises a two-week leadership and management training as part of its drive to strengthen the public administration skills to a select staff of Under Secretary and Deputy Secretary post at the Himachal Pradesh Institute of Public Administration (HIPA), a premier training institute of the state government located about 10 km west of Shimla.

The training course that started yesterday proposes to be ‘a competency-based programme designed to enhance the management capacity of the relevant staff of the CTA thereby strengthening the leadership capabilities for effective organisational administration,’ according to the organiser.

The course, spread over twelve working days, will cover a vast array of inter-related modules such as overview of public administration, good governance, e-commerce, change management, performance management, ethics and values in governance, leadership development, communication skills, balancing professional and personal life, emotional intelligence, anger management, conflict management and problem solving skills, essence of auditing among others.

“These training modules will help the participants to deepen their understanding of the changing architecture of leadership, strengthen their ability to identify key challenges in management, and support in mapping their competency base to know competencies they have to strengthen in order to enhance their performance,” Mr Jigme Tsering, Acting Secretary of the Public Service Commission, who coordinates the training, said of the course’s objective.

Twenty five Under Secretaries and Deputy Secretaries of various departments of CTA, including four from office based in Nepal, Bhutan and north-east region, are taking part in the training programme.

The resource persons for the training consist of state government officials with decades of experience in public administration, guest faculty at HIPA, freelance trainers, public administration consultants, management experts etc.

Lecture series, simulation exercises, brain storming, group discussions and presentation, exposure and training games are some of the methods being employed in the training course.

A modest opening ceremony of the training programme was held in the morning following which the actual course began. The training concludes on 18 February 2017.
