The Core Group Passed a Resolution to Intensify Tibetan Movement

Dharamshala: The Indian Core Group for Tibetan Cause passed a resolution to intensify the Tibetan movement through active and sustained cooperation and coordinated actions between the Tibetan non-governmental organisations (NGOs) and the Indian Tibet Support Groups (TSGs) under the guidance and coordination of the Core Group.
They called on the Assembly of Tibetan People’s Deputies (ATPD) to facilitate the availability of the members of the Standing Committee and other members for various programmes organised from time to time by the Indian TSGs or by other organisations through the good offices of the Core Group.
The Indian Core Group for Tibetan Cause held its meeting for first time here in Dharamshala from 9-11 June.
In the course of the meeting, they met with Kalon Tripa Prof. Samdhong Rinpoche who briefed them on state of the Sino-Tibetan dialogue process. They also met with the Standing Committee members of the ATPD and the NGOs.
Below is the resolution passed at the meeting of national and regional Convenors of Core Group at Dharamsala, 9-11 June, 2006
- This meeting of the National and Regional Convenors of the Core Group for Tibetan Cause held for the first time in Dharamsala expresses great happiness and deep satisfaction over a series of very encouraging and fruitful interaction that took place for two days between them and the Tibetan N.G.Os, the Standing Committee of the ATPD and the honourable members of Tibetan Parliament.
The Core Group is grateful to the Kalon Tripa Prof. Samdhong Rinpoche for giving a comprehensive briefing on the state of the Sino-Tibetan dialogue, the future probabilities, and the main thrust of the working of the Central Tibetan Administration. The warm receptions thrown up by the Kashag, the Honorable Speaker of the Tibetan Parliament and the Tibetan NGOs showed how much they value the work of the Core Group and the Indian TSGs and at the same time reminded us of the need to work vigorously towards helping them to achieve the ultimate objectives of Tibet.
- The meeting decides to re-inforce efforts to enlarge and intensify the Tibetan Movement through active and sustained cooperation and coordinated actions between the Tibetan NGOs and the Indian Tibet Support Groups (TSGs) under the guidance and coordination of the Core Group. It records the highly satisfying outcome of the interaction between all major Tibetan NGOs meeting together in one group, and the convenors of the Core Group. An expectedly effective mechanism for contact communication, cooperation and coordinated action has been evolved on the recommendations of a Sub-Committee set up at the end of free and detailed discussions presided over by the National Convenor of the Core Group, Dr. N.K.Trikha. It has also been decided to hold an annual meeting of all-important Tibetan NGOs and the Core Group.
- The meeting records its sense of gratification at the assurance given, at the request of the Core Group, by the Speaker of the Tibetan Parliament in Exile to facilitate the availability of the members of the Standing Committee and other MPs for various programmes organised from time to time by the Indian TSG.s or by other organizations through the good offices of the Core Group. He also assured that important discussions and proceeding of Tibetan Parliament would be made available to the Core Group, as far as possible and practical.
- The meeting resolves to submit a well-conceived letter to the Prime Minister and the Minister of State for External Affairs urging them to facilitate effectiveness and meaningfulness of the dialogue between the representatives of His Holiness the Dalai Lama and the People’s Republic of China, and also to start mobilization of letter writing to MPs and MLAs urging them to raise the issue of Tibet in their respective Houses, within the next 30 days. A signature campaign on the letter to be sent to the Prime Minister shall be launched in July.
Efforts will be also made to lead a Core Group delegation to the Indian leaders and the Chinese Ambassador before the end of July. While preparing the said letter the advice of Prof. Samdhong Rinpoche shall be kept in view but the Core Group will be free to pursue its own course of action.
It is decided to pursue the decision to hold a National Seminar on History of Tibet with the initiative of an independent, public-minded and credible foundation or a University department. It is stressed that the seminar should be held with the sufficient preparation and in a way that it yields a valuable body of knowledge on Tibet, and on Central Asia and India.
- The meeting decides that women organisations espousing the cause of Tibet should be set up in all regions. The Tibetan Women Association has promised to assist the Regional Convenors in this behalf. The existing Tibet Support Women Groups will be helped and encouraged to work with renewed vigour.
- It is decided to hold the next All India Tibet Support Groups Conference on October 13,14, and 15, 2006 at Rajghir in Bihar. The venue and other arrangements shall be finalised by Shri Surender Kumar, Convenor, Eastern Region, after a survey assisted by the Indo-Tibet Coordination Office (ITCO) Coordinator and in consultation with the National Convenors.
- The meeting heard and noted the reports by the ITCO and reviewed the progress of the programme formulated in the last meeting held on February 18, 2006 in New Delhi.
