Dharamshala: Chaired by Speaker Pema Jungney, the seventh-day of the eighth session of the 16th Tibetan parliament commenced with the continuation of debate on the report of the Department of Education.
Following the list of business, Kalon Phagpa Tsering Labrang presented the Précis 2018-19 Report of Department of Security (DoS) and the review on detailed annual report of DoS (2018-19) by Standing Committee of Tibetan Parliament-in-Exie (TPiE) was presented by Parliamentarian Dhondup Tashi Tsaneytsang.
Motion for debate on the 2018-19 Department of Security’s précis report and its review by Standing Committee was tabled by Parliamentarian Tsering Lhamo, and supported by Parliamentarian Dhondup Tashi Tsaneytsang.
Subsequently, Kalon Phagpa Tsering Labrang provided answers and clarification followed by a general debate on all the reports under the jurisdiction of DoS and Kashag’s answer/clarification.
During the discussion, Parliamentarians raised various questions related to the Department of Security, to which Minister (Kalon) Phagpa Tsering Labrang provided requisite answers and clarifications.
Thereafter, Sikyong Dr. Lobsang Sangay, incumbent Kalon of Department of Information and International Relations presented the précis 2018-19 report of Department of Information and International Relations and Parliamentarian Ven. Tenpa Yarphel presented the review of the detailed annual report of DIIR by the Standing Committee of TPiE.
Parliamentarian Geshe Monlam Tharchin tabled the motion for debate on the aforementioned report and Parliamentarian Khenpo Kada Ngedhup Sonam supported the motion.
Sikyong Dr. Lobsang Sangay provided the answer and clarifications to the questions and doubts raised in the reviewed report by the Standing Committee of TPiE.
The discussion on the aforesaid report of Department of Information and International Relations will continue tomorrow.
Also a five-member Indian journalists from Dainik Jagran, Agra; Dainik Swadesh, Indore; Hindusthan Samachar, Noida; TV9 Bharatvarsh, Noida; Amar Ujala, Meerut; and a freelance journalist, who are associated with Tibetan Winter Sweater Business visited Tibetan Parliament-in-Exile as part of India Tibet Coordination Office (ITCO) annual media outreach program to provide them firsthand experience of Tibetan community in exile, the democratic set up of Central Tibetan Administration and its functionaries.
During their brief meeting with Speaker Pema Jungney in his office, Speaker elucidated the journalists on proceedings of Parliamentary Session, the evolution of Tibetan democratic polity, features of the unicameral system of TPiE, etc. Speaker presented them traditional scarfs and Hindi translated book of ‘Tibet: A Political History’ by Tsepon W.D. Shakabpa along with some publications from TPiE as a memento. The Journalist also presented souvenirs to the Speaker.
The Speaker along with the members of the cabinet and Tibetan Parliament-in-Exile welcomed the journalists in the house at the ongoing session.
