Following the address, the chief planning officer, Dr. Kunchok Tsundue, presented a status report of the IDP-3, including an analysis of the various issues pertaining to the forthcoming IDP.

The forthcoming IDP will not only strive to overcome the shortcomings of the IDP-3, but will also try to make it more comprehensive, process-oriented, and participatory in approach, according to the Planning Commission.
Every three year, the Commission brings out IDP for the Tibetan community-in-exile. The Commission serves as a consultant to the Kashag in matters relating to socio-economic development.
