The Department of Finance, Central Tibetan Administration, under the leadership and guidance of the Kashag, is pleased to officially announce the launch of the Green Book Online Application Portal.
As part of our continuous efforts to modernise public services and improve global accessibility for Tibetans, this new portal enables applicants to initiate and manage their Green Book application process entirely online. This marks a major step forward in enhancing service delivery while reducing the need for in-person visits and delays caused by traditional postal systems.
This digital transformation initiative also commemorates the yearlong celebration of the 90th birthday of His Holiness the 14th Dalai Lama, and reflects our deep commitment to forward-thinking governance, inspired by His Holiness’s vision of progress, unity, and empowerment for all Tibetans.
Starting 1st September 2025, applicants will be able to:
- Complete and submit the Green Book application form online
- Upload all required supporting documents
- Track the real-time status of their application through the portal
While a few physical steps—such as printing, signing, mailing documents, and receiving the physical Green Book—will remain part of the process, the new system significantly streamlines and shortens the overall timeline.
To support the rollout of this portal, an official circular has been dispatched to:
- All Tibetan Settlement Officers
- Offices of Tibet
- Bhoed Rawang Denpai Legeul (BRDL) representatives in areas without settlement offices
