Mr Topgyal will take charge as the Secretary General of the Tibetan
Parliamentary Secretariat from tomorrow (20 August), the parliamentary
secretariat said announced Thursday.He is one
of the senior most officers in the Central Tibetan Administrative
Service who has served in various capacities. Born in Langkhor in Toe
Dingri, Tibet in 1951, he came into exile in 1959 at the tender age of
7. He spent his initial years in exile at Sharkhoom Tibetan Refugee
School in Nepal and later studied at CST Kalimpong. From 1970 – 1976 he
became a monk of Namgyal Monastery where he had studied Tibetan
Buddhist Philosophy and Religion. He started his long journey in
Central Tibetan Administrative Service as a researcher in the Tibetan
Office of Research and Analysis in 1976. After six years as a
researcher, he moved to the Tibetan Parliamentary Secretariat office in
1982 and remained there for seven years. He was also the member of
Central Election Commission during 9th ATPD. In 1990 he was given
charge of Bandhara Tibetan Settlement and took over the responsibility
of settlement officer for a short period. He then became a senior staff
member of the all important Constitution Redrafting Committee from 1991
– 1994. His determined journey continued with his eleven years stint in
Cabinet Secretariat. At the request of the Tibetan Parliament-in-Exile,
he was then moved to Tibetan Parliamentary Secretariat as Additional
Secretary in 2005 and has been contributing his valuable share in the
same office. The true culmination of a thriving career staged with his
promotion from Additional Secretary to the coveted post of Tibetan
Parliamentary Secretariat. Apart from Central Tibetan
Administrative Service, he was leader of Gangkyi Rukhag of Tibetan
Youth Congress in 1990s. He served as the President of the Regional
Tibetan Youth Congress and later as a member of CENTREX.The
Tibetan Parliamentary Standing Committee and the staff of Parliamentary
Secretariat congratulate our new Secretary and wish him every success
during his tenure as Parliamentary Secretary General, the secretariat
said.
