Kashag Presents Three Years’ Plan

Dharamsala, 9 July: With two years, one month and twenty-six days left in office, the 12th Kashag met with the staff of the Central Tibetan Administration and presented its plans for the year 2004 to 2007. Prof. Samdhong Rinpoche, the Kalon Tripa, said he has made plans for three years though his Kashag has little more than two years in office because the budget of that extra year will have to be presented during the 12th Kashag’ tenure.
The Kalon Tripa told the audience that his administration would work on the basis of three principles of truth, non – violence and genuine democracy. The proceedings inside the staff mess hall was being brought live on a giant screen for the staff members who could not be accommodated inside the main hall.
Dr. Kunchok Tsondue of the Planning Commission presented various plans of the Kashag for the departments of the Central Tibetan Administration. Dr. Kunchok noted that about 83 percent of the various plans and projects of the Central Tibetan Administration have no funds.
Kalon Tripa told the staff of his administration that the Kashag would give the highest priority to the wishes of His Holiness the Dalai Lama because only His Holiness has the complete mandate of the Tibetans inside Tibet and outside it.
Kalon Tripa said his Kashag would welcome constructive criticisms to its decisions and policies.
The issue of Tibet and China is not about political power, border disputes, but is a fight between truth and untruth, violence and non-violence.
