Dharamshala: In his address to a gala farewell dinner here at the mess hall yesterday, commemorating the conclusion of his first term, Prof. Samdhong Rinpoche showered laurels upon the Tibetan civil servants, whose accomplishments he said were crucial for his second, consecutive victory in the election for the post of Kalon Tripa.
Prior to his address, the secretary of the Kashag, Migyur Dorjee, has said that the re-election of the incumbent Kalon Tripa, with a landslide majority, reflects well on the magnitude of Tibetan people’s unequivocal support for the landmark, historic policies and initiatives, introduced by the administration in the last five years.
Reacting to Mr Dorjee’s address, the Kalon Tripa said that while he concurs with the fact that the people’s votes represent their support for the policies framed by his administration, the role of the Tibetan civil servants is indispensable, when it comes to the actual implementation of those policies.

“Thus, whatever little this administration was able to achieve in its tenure, are in fact, the accomplishments of the civil servants–not of any individual Kalon,” he told a packed hall of over 150 staff, above the rank of Joint Secretary.
“It may thus seem more just, had we had hosted this dinner for you, rather than vice versa,” he added.
The Kalon Tripa also said that just as the lion’s share of the credit for administration’s accomplishments must go to the public servants, the brunt of the onus for any inadequacies felt in the execution of the policies–framed under the guidance of His Holiness the Dalai Lama and the legislation of the Assembly of the Tibetan People’s Deputies–should also fall squarely on their shoulders.
