
DHARAMSHALA: A group of 25 under secretary and deputy secretary level staff of the Central Tibetan Administration (CTA) attended a 5-day training in public administration at the Indian Institute of Public Administration (IIPA) in New Delhi from 5-9 May. Established in 1959 by prime minister Pandit Nehru, IIPA is a premier public policy school for public administration studies and one of the major social science resources in India.
The training was organised by the CTA’s Public Service Commission and the Tibetan Parliamentary & Policy Research Centre.
The participants work in different offices and departments of the CTA such as Kashag Secretariat, Settlement offices under the Department of Home, Department of Information & International Relations, Planning Commission, Tibet Policy Institute, Department of Security, Department of Education, Department of Finance, Department of Health and the Tibetan Parliamentary Secretariat.
They were trained in a wide-range of courses such as office procedure, file and records management, noting and drafting, protocol system, preparation of project proposal and appraisal, information security, and monitoring and evaluation of projects and programmes. The methodology of the training programme include interactive sessions with administrators, guest faculty and faculty members of IIPA, lectures, panel discussions and group work.
Enhancing leadership and managerial qualities and developing a service-orientation are the thrust areas of the IIPA’s education and training activities. Its faculty is involved with research work mainly to simplify procedures and suggest policy changes to ensure improved delivery of public services.
