Dharamshala: Chaired by Speaker Pema Jungney, the fourth day of the ongoing general session of the 16th Tibetan Parliament-in-Exile began with legislative procedure-first reading and second reading of six different legislative amendments.
Parliamentarian Ven. Tenpa Yarphel introduced the legislative amendment of ‘The Rules and regulation for the salaries, perquisites, pensions and other entitlements of the Chief Justice Commissioner and the two Justice Commissioners of the Tibetan Supreme Justice Commission’ and Parliamentarian Ven Khenpo Sonam Tenphel supported the amendment bill. The amendment proposed in Article 7 clause (4) regarding medical facilities was passed for its third reading.
Parliamentarian Ms Youdon Aukatsang tabled amendment bill on ‘Rules and regulation for the salaries, allowances and other entitlements of Sikyong and Kalons’, supported by Parliamentarian Ms Tsering Lhamo. The amendment proposed in Article 7 clause (4) regarding medical facilities was also passed unanimously for the third reading.
Parliamentarian Ven. Geshe Monlam Tharchin introduced the legislative amendment of ‘Rules and regulation for honorarium, daily allowances and other entitlement for the members of the Tibetan Parliament’ and Parliamentarian Mr Lobsang Dakpa supported the amendment bill. The amendment proposed in Article 5 clause (4) regarding medical facilities was passed for its third reading.
Similarly, the legislative amendment on ‘Rules and regulation for the salaries, perquisites, pensions and other entitlements of the Chief Election Commissioner’ tabled by Parliamentarians Mr Tsaneytsang Dhondup Tashi and supported by Parliamentarians Ven. Geshe Lharampa Gowo Lobsang Phende in Article 7 clause (4) was also passed unanimously for the third reading.
Parliamentarian Ven Khenpo Kada Ngedhup Sonam introduced a legislative amendment on ‘Rules and regulation for the salaries, perquisites, pensions and other entitlements of the Public Service Commissioner’, which was supported by Parliamentarian Ven Tenpa Yarphel. The amendment proposed in Article 7 Clause (4) regarding medical facilities was passed for its third reading.
Thereafter, Parliamentarian Ven Khenpo Sonam Tenphel presented the bill proposal on ‘Rules and regulation for the salaries, perquisites, pensions and other entitlements of the Auditor General’ and Parliamentarian Ven Geshe Monlam Tharchin tabled his support to the proposed bill. The amendment proposed on Article 7 Clause (4) regarding medical facilities was also passed for the third reading.
Following the day’s list of business, Kalon Karma Yeshi of Department of Finance (DoF) presented the Précis 2018-19 annual report of the Department of Finance and Parliamentarian Ven. Khenpo Kada Ngedhup Sonam presented the review of the detailed annual report of the Department of Finance by the Standing Committee.
Motion for debate on the 2018-19 Department of Finance’s précis report and its review by Standing Committee was tabled by Parliamentarian Ven. Khenpo Sonam Tenphel and supported by Parliamentarian Ven. Geshe Monlam Tharchin.
Afterwards, Kalon Karma Yeshi provided Kashag’s clarification on the reviewed report of DoF by the Standing Committee.
The session continued with a discussion on the reports and Kashag’s Clarification, where Kalon Karma Yeshi of Department of Finance answered questions raised by Parliamentarians concerning Tibetan Entrepreneurship Development (TED) Initiative, Women empowerment, Green Book, etc.
