CTA Releases Integrated Development Plan for 2004 – 2007

Dharamsala 18 August: On 12th August 2004, the final IDP (Integrated Development Plan) for the period 2004-2007 was presented and finalised by the Kashag in a especially organised high level Executive Meeting of the Central Tibetan Administration (CTA). It took over 13 months since its pronouncement on 10th July 2003 when the background and guidelines to this plan was released. During the formulation process, all stakeholders were involved in the various stages of the plan in a participatory way. The plan comes at a time when the Tibetan population in exile is undergoing a major demographic, socio-cultural and economic and political change (see Problem Tree)
Technically, the plan was conceived by following ZOPP parameters which were at times adapted to suit the specific prevailing situations to achieve both vertical (see CTA LFA) and horizontal integration (sectoral integration). The plan matrixes contained detailed situation and objectives analysis (see sectoral LFA) that are reinforced by relevant intervention measures and out put layouts. As per requirements both objectives and outputs are linked to selective performance indicators at both ends.
As for the budget this plan consisted of 12 principal areas (see priority areas)with 534 carefully selected projects and programmes, some of which are already being implemented. The total cost of the programmes amounts to 104.4 Crore rupees (23.2 million US$) (See Budget) out of which 65.4% of the listed projects seek funding (see project lists). Since all the selected projects must be implemented during this plan period for an over all impact and integrated community development, the timing of receiving funds is crucial to the success of the plans. Donor agencies and interested individuals willing to fund or contribute to any of the listed projects or areas are requested to contact SARD or the concerned departments immediately for detailed project submission.
