Dharamshala: The 6th Project Coordination Committee (PCC) meeting for the USAID-funded CTA-Capacity Building and Sustainability Initiative (CBSI) program was held at the Norbulingkha Institute in the presence of Sikyong Penpa Tsering as chief guest on 27 June 2024.
The CTA-CBSI program aims to strengthen CTA’s leadership and planning and improve the management systems of CTA and settlement institutions.
This day-long meeting was also attended by the representatives from USAID/India Radharani Thakuria, Project Management Specialist, along with Central Tibetan Administration’s Department Secretaries, Additional Secretaries, staff members of the Social Resource Development Fund (SARD), and partners from various organisations.
The opening of the meeting began with a welcome introduction by Leela Mulukutla, the Chief of the party (NDI), who laid out a vivid overview of the meeting and its key objectives.
Subsequently, Sikyong Penpa Tsering’s keynote address corresponded to the ongoing meeting. Sikyong overviewed the address by emphasising the importance of strategic planning and self-sufficiency in the CTA’s programs, further stressed the significance of IT and HR development, calling for the establishment of comprehensive databases across all departments and the importance of uniform reporting and the need for effective service delivery and decision-making processes within the CTA. Addressing the need for collaborations to organise programs, he also advocated for structured planning to accommodate various activities, ensuring that departments align with the overall objectives of the CTA. In conclusion of Sikyong’s address, touched on the importance of the vision paper, stressing that each department should contribute by documenting its progress and activities. This will help measure the CTA’s achievements and ensure alignment with its long-term objectives. He called for collective effort and informed decision-making to sustain and enhance the CTA’s initiatives.
After that, the special guest, Radharani Thakuria, Project Management Specialist of USAID, extended an appreciation on behalf of USAID for the support provided by NDI, and remarked on the significant support for the development and strengthening of the Tibetan administration’s systems, overlaying on discussion points during the ongoing meeting. In conclusion, she emphasised dedication and the importance of ongoing discussions to innovate and improve the activity.
The program facilitators provided a series of presentations, including by Leela Mulukutla, Chief of Party at NDI; Palden Phuntsok, Deputy Chief of Party at NDI; Rajeev Goel, Institutional Strengthening Advisor & Team Leader at ICMA; and Sonam Dolma CTA-CBSI Program Manager at SARD. The presentations covered the progress and challenges of CTA-CBSI activities, strategic planning, digital transformation, capacity building of CTA, youth support and guidelines, cooperative reports, sub-grant activities and challenges, as well as an overview of the program’s budget update and proposed proposal for 2024 to 2025. This was followed by a Q&A session.
