
Dharamshala: The 32nd Governing Body Meeting of the Tibetan Voluntary Health Association (TVHA) was held on 30 June 2026 under the chairmanship of Pema Tso (Kalon), Chairperson of the Governing Body.
The meeting commenced with a welcome address by Dekyi Dolkar, Additional Secretary of the department, who welcomed all members and introduced the newly appointed Governing Body member to the Chairperson. She also presented the agenda for the meeting. In her opening remarks, Chairperson Pema Tso (Kalon), shared that she had completed four weeks in office as Kalon. She informed members that during her first week, she visited Delek Hospital and the Lhagyari Patient Recovery Centre, where she met with staff and patients. She further noted her plans to visit branch hospitals, Primary Health Centres, and Ngoenga School in the coming months to better understand their operations and challenges.
The meeting reviewed and reconfirmed resolutions approved through circulation between 27 February and 26 June 2026, alongside the Action Taken Report on resolutions adopted during the Annual General Meeting held on 2 March 2026. Members were informed that most circulated resolutions concerned staff recruitment, staff resignations, and approval of interim budgets. Discussions also highlighted ongoing human resource challenges, particularly the high turnover of contractual medical personnel. Another key agenda item focused on the proposed engagement of a Chartered Accountant and a Tax Consultant. Members discussed the increasing complexity of managing taxation matters and the need for professional support. The Health Accountant outlined the scope of services, proposed fees, and financial implications associated with the appointments while responding to members’ queries.
Members were also briefed on the progress of the Ngoenga Project in Hunsur Rabgyeling Tibetan Settlement. The update was presented particularly for the benefit of the newly appointed Governing Body member and the Chairperson. In addition, members were informed that the 8th Health Review Meeting is scheduled to take place at the end of August 2026. Concluding the meeting, Chairperson Pema Tso (Kalon), expressed appreciation to all members for their active participation, valuable contributions, and continued cooperation.
