3 Qualities Must for Tibetan Bureaucrats

Dharamshala: Valiant, innovative and enthusiastic–the three essentials that Kalon Lobsang Nyandak Zayul underlined as must for the young and upcoming Tibetan bureaucrats, in his valedictory speech at a farewell banquet hosted by the Department of Information and International Relations here Friday last.
When Sonam Norbu Dagpo, Secretary (International Relations), extolled “the first new crop of Kalons, born, bred and buttered in exile”, for his proven competency in administering two major departments, which successfully executed many landmark initiatives like privatization of the (sick) business enterprises, etc., Kalon Zayul responded by reiterating that “The Kashag only formulates policies, while the civil servants put them into action.”
Echoing Kalon Tripa Prof. Samdhong Rinpoche’s speech earlier at a similar event, Kalon Zayul, who was also the Kalon for the Finance Department, credited the 600-odd Tibetan civil servants, deputed across India and abroad, with laurels for the accomplishments of the 12th Kashag.
Which is precisely why, the Kalons should host dinner for the civil servants, rather than vice versa, Prof. Samdhong Rinpoche quipped at a farewell banquet hosted by the senior officials above the rank of Joint Secretary, on 9 August.
In addition to the newly elected 14th Assembly of the Tibetan People’s Deputies, all other departments of the Central Tibetan Administration, including Religion and Culture, Finance, Education and Health, also hosted similar banquets, in the honour of their respective Kalons.
After an overwhelming victory, raking in about 91 per cent of the total votes cast in the polls conducted last June, Prof Samdhong Rinpoche was sworn in by His Holiness the Dalai Lama, for his second, consecutive term in the Office of Kalon Tripa, on 15 August.
The induction of new Kalons requires the approval of the Assembly, by at least 50 per cent of votes cast in a secret ballot, by the deputies present in a (particular) session, slated for this September end. Meanwhile, the Kalon Tripa will oversee the administration of all the seven ministries under the Kashag.
