Every Saturday as a part of its shoutout campaign, DIIR’s Social Media Desk will be profiling a civil servant of Central Tibetan Administration. This week we are pleased to profile Mr Rabten Tsering, Tibetan Settlement Officer, Kamrao.
Social Media Executive (SME):Could you tell me briefly about yourself?
Rapten Tsering (RT): My name is Rapten Tsering and I was born in Tuting, Arunachal Pradesh on 10th March 1978. I had done my Junior and elementary Schooling from Central School for Tibetan’s Miao and Senior Secondary School Class XII from Central School for Tibetans Darjeeling (West Bengal) in the year 1996 and I did Bachelor of Arts from Hemwati Nandan Bhuguna Garhwal University, Srinagar (GARHWAL) Uttarakhand in 2013 through the correspondence course(CC). I joined CTA in 2008 for the post of Office Assistant and I was first posted in the Tibetan Settlement Office Lakhanwala, Herbertpur Dehradun as Office Secretary cum Accountant and after completion of six months probation period, my service was regularised. I have served in five different Tibetan Settlements with different capacity in 12 years of services in CTA. I am one of the recipients of the CTA’s award for an outstanding performer for the year 2016. It is one of the highest recognition of CTA staff for their hard work. I received this award on the auspicious occasion of His Holiness the 14th Dalai Lama’s 82nd birth anniversary celebration on 6th July 2017 at Tsuklak-Khang, Dharamsala which I considered great achievements and it was the best and happiest moment in my life.

- 2001-2002: Participated in the Biennial Tiger Estimation of Namdapha National Park (Tiger Reserve) Arunachal Pradesh, conducted under the auspices of the Department of Environment & Forest, Government of Arunachal Pradesh from 26 December 2001 to 3 January 2002
- 2002: Participated in the Course on Nature as Teacher from 1st October 2002 to 14 October 2002 organized by Bija Vidyapeeth at Navdanya Agro-Ecology and Biodiversity Conservation Center, Ramgarh, Dehradun, Uttaranchal, India

- 2019: Attended Training Programme on Senior Level Officer on Public Administration Leadership and Management organized by Public Service Commission from 17th June 2019 to 26th June 2019 at Indian Institute of Public Administration IPA) New Delhi.
SME: Please explain your job description and how best does your work represents you or vice versa.
RT: Presently I am working as the Gapa Kamrao Tibetan Settlement Officer in Sirmour District, Himachal Pradesh and I took charge of TSO on 10th July 2020. The Tibetan Settlement Officer’s job is not considered as easy as one can imagine. I should remain alert for 24X7 as any settlers may bring grievances and problems which need to be addressed or find appropriate solutions to resolve their problems. My job involves numerable descriptions some of them are as under:
- Responsible for the Settlement business and welfare
- Liaison between the Central Tibetan Administration and local Tibetan people
- Preparation and execution of developmental Projects
- Management of the finance and various programs
- Fundraiser for the Projects
- A representative of the Central Tibetan Administration (CTA) and overall in-charge of the Settlement.
SME: What inspired you to serve the CTA?
RT: The current status of Tibet is stateless due to Chinese occupation of Tibet in 1959, His Holiness the 14th Dalai Lama had to flee into exile along with some 80,000 Tibetans people followed him. His Holiness and the older generation of our people have faced tremendous hardship for the rebuilding of the Tibetan community in exile. As a gesture of continuity I have chosen to join CTA so, every Single Tibetan has a responsibility to contribute something to society.
SME: What does it mean for you to be a civil servant in CTA?
RT: I always considered myself fortunate to be a part of CTA. This is the institution I can render my services in our community and work for the cause of Tibet and keep our struggle alive.
SME: How best do you think you can make a difference to CTA?
RT: Every individual has a unique potential and ability irrespective of his or her academic education qualifications. To make a difference to CTA one should have will power to serve with full dedication, determination, and hard work in these crucial hours of need. I may not make much difference to CTA but, my tireless and continuous service with the small contribution in the Community always gives my heart full satisfaction that I may not get from other service sectors.
SME: Who is your role model and why?
RT: His Holiness the great 14th Dalai Lama of Tibet and of course my beloved parents are the role model in my life. I believe the majority of the CTA staff might be greatly inspired by the valuable advice and guidance shown us by His Holiness the Dalai Lama for which we receive extra energy to render service in CTA. My second role model is my parents who taught me the basic foundation of life with love & affection. They have shown me the right path and their aspiration towards me was to become a civil servant and work under His Holiness the Dalai Lama and under the umbrella of CTA. So, they are my role model.
SME: What is your piece of advice for the young Tibetans serving or wishing to serve at CTA?
RT: Always work with sincerity, dedication, and should have a commitment to face challenges no matter how difficult the situation may come. Teamwork will lead to more success, always try to create a good environment in work place to achieve the required goals.
